Actually there are obviously administrative costs in any road maintenance.

Of course -- but $43 out of $85 means that less than half the dues are spent on actual roads, so the admin cost "seems a little high".

As a homeowner that may seem true. But I expect that the road association has an expense you wouldn't think of - insurance.
Assume the best and ask questions.

If I was using 50% of the money on "administration" i'd want some insurance also ; )

I didn't think so.

You can but it takes a lot of administration, a meat grinder and a boiling pot to extract the glue from the fat. The administration calcium from their bones is an excellent filler for ground lava rock and the glue binder provides a lot of strength and bounce. Just get some more administration, that's the ticket!

I'm no lawyer, but the insurance doesn't seem very useful unless the road association is performing its own maintenance; any contractors should already be licensed/insured for the work they're doing.

Clearly I'm underestimating the scope of potential liability.

If some of this liability is incurred due to the roads being "open to the public", perhaps it would be cheaper to gate all egress points... otherwise, seems like County is getting a free ride ("you can't have funding -- it's private -- but HPD can write tickets -- it's also public").

The county is getting a free ride. It is not legal to gate the roads. Under the law when a subdivision is formed they have six months to decide on access issues. That expired fifty years ago.

Insurance is insurance whether the contractor or association carries it.

No right to exclude == not "private".

Under the law ...

...developer was required to bring roads to spec before final plat approval.

Apparently that expired fifty years ago, too: and here we are today (again, yet, still).

Like I said, the county is getting a free ride and will continue to do so - until the subdivisions act in unison to challenge the county.

The administration percentage seems high because the road fee is relatively low and the percentage of people who pay is running around 65% or so (don't quote me on that, but I think that's in the ballpark...)

The budget is online so you can see where the money goes - a big chunk goes for accounting and legal expenses, printing and postage, a part-time contractor to do all the record keeping and minutes, etc. A lot of these expenses are legally required of a non-profit entity, and not something that can be done by volunteers (evben if they had a surplus of volunteers, which they don't...)

The Association pays for insurance that covers Board members doing their Board duties as well as insurance that covers Association members (those who are current in their road maintenance fees) for any actions taken against them as co-owners of the separate TMK that encompasses all Orchidland Roads.

To paraphrase Jay-Z, "I got 99 problems with the Board, but the budget ain't one..."

I am just so surprised that people expect there to be paved roads or even decent gravel roads.
