Unfortunately even if you check out the house and neighborhood thoroughly now that doesn't have any impact on what pests any future tenant might bring to the neighborhood.
In my opinion roosters are sort of like cockroaches. They are fine out in the jungle somewhere that I don't have to deal with them but when they start invading my personal space then it's time to encourage them to go somewhere else or maybe just die.

Oneself---Congrats if offer is accepted! If it is safe to do so, check out your "new" home around the 0430-0600 hour to see if the feral roosters are out and about. Some realtors/ owners may let you do a "sleep over" if the house is vacant. The less traffic/noise in the neighborhood at that time of morning will really tell you what it is like,even if it is a slow drive by with the windows down. Weekends anytime will give you a feel for what the neighbors are like, how many Keiki, how much traffic, etc., but around 930-1000 in the eve will tell you if rowdies are about with loud partying. I would rather live with the rooster than a party house next door, amplified music reminds me of the city....

I don't mind the roosters in the neighborhood, most of them aren't that loud. just this ONE party rooster I call him, that likes to roost at all times of night, and it seems like he does it in my lot right next to the window lol

That doesn't make much difference. When I lived in Hilo (on Kilauea Ave. near Kawili, right in town) there were at least three houses with roosters within range enough to wake me up.

If you are renting or buying checking that the windows are double pane is the #1 priority IMO that reduces the sound by at least 60% if not more, If i Had a party rooster id let my dogs kill it and eat it. Circle of life tree huggers and problem solved.

I hear roosters crowing in the middle of the night in HIlo, but they are fairly far away from me, so don't bother me. Or possibly I have just adapted.

They also do not like the rooster and think it would be great with red wine.
Moral of the story: talking to your neighbors can be a Good Thing.
