The down town Hilo buildings will be a non issue when the next tsunami takes out most of them.They are what Hilo is famous for,the quaint green moldy style of various shades of yesteryear . Many of these structures are under the national historic buildings recognition and can not be ever dismantled. The tsunami of future will take care of this and create many a job ,or maybe a lava flow other natural disaster . With the rising of the ocean and at high tide, most of bayfront buildings are currently submerged with at least a foot of water in each structure.
Plus the land is subsiding an just termites holding hands.

The system is complaint driven. That opens the door for people with low self esteem and a lot of time on their hands to research and harass others using the system. (Anyone come to mind? Rhymes with spampton)

The inspectors to waste time enforcing personal feuds, rather than doing their normal job of meeting the needs of citizens.

so two things - the thing i don't understand, the more i think about it, is why 'surprise' inspections in the first place? i can understand the CPS/police/humane society etc having to drop in unexpectantly 'to see what was going on' but the building inspector? what does that gain? why NOT make an appointment? nobody is ready for an 'instant' inspection of their home. people like to 'tidy up' before total strangers walk around, maybe move a few plants out the way(!), put a vacuum over the floor and do the washing up. put clothes on for example. to catch people off guard and then creep around their homes 'inspecting' can cause nothing but anxiety to even the most innocent of us.
one of the trolls mentioned the human society so i will have check for complaints with them as well on monday. fortunately my doggies are just bursting health and happiness, but again not always so. brinn got parvo and looked, and smelt, like death for ages. two of my others have died of old age recently and old isn't pretty either, so even well looked after animals can have the appearance of neglect. this whole thing is just plain scary.
people are always saying that someone called someone to complain about them, but i never really believe that people are that spiteful and twisted. irrespective of how outspoken i am, i have done nothing but try to help. it is astonishing that a community can be shut down by malice. if i cannot deal with this, then what? who benefits from the closure of the center? the dissolution of the board? what happens if we decide that we cannot afford to take these risks? since i am perilously close to this decision, this is a real question.

You thought the Acres was some long lost frontier where rules and regulations did not apply? Really? As far 3 vans outside your house just calm your dogs and ignore them. After all they are only inspectors and not the police.

This all sounds like you got caught at a bad time and had a bad reaction and want to blame everything on the evil county and besides that Kalakoa already has the job anyway!

Just relax and forget this whole affair ever happened. Like water off a ducks back my dear - let it flow from you down into the potholes...

Back to my other 2 questions.

How do you know what your dogs do or don't do, when you are gone? (We have a neighbor who tends to be gone most nights and their dogs bark and howl for hours. When another neighbor told them about it, they said, it couldn't be their dogs that were doing this)

What was the original date of your building permit? (this probably has some bearing as to why they showed up)

I know hindsight is 20/20 in these situations, and you were caught off guard that day, but it seems like the reasonable thing to do would have been to tell the inspectors that you are in the middle of getting dressed to leave and that they needed to return another time. They cannot legally enter your property without permission, and certainly cannot stop you from dressing and then leaving as planned. Just lock your gate behind you and smile and wave as you drive off. They showed up without an appointment or a call for inspection from you, so they cannot force you to show them around in your bathrobe, or to change your plans for the day.

who benefits from the closure of the center? the dissolution of the board?

False equivalence, unless the "surprise" inspection is of the community center, and/or the board filed for any of the permits.

What was the original date of your building permit?

Expiration of a permit does not automatically result in a surprise inspection -- at least that's not how the Code is written.

Wondering what happens if you just pretend not to be home, how long would they wait, what kind of notice would they leave...

kopoho joe - no i did not think that, and you are missing the point. firstly what are the rules? leilani for example has very strict rules and regs on what you can build and where. it is in your contracts. no such warning exist in ours. how long is a building permit valid? what are the consequences for failing? should some of these subdivisions be declared exceptions due the the intentional lack of infrastructure and the restrictions of being labeled 'ag land'? how is it possible to have a inspection system that someone can use to inflict fear and intimidation? the inspectors did not come to inspect my home. they came as a result of a malicious complaint. they have in fact been prevented from doing their job, as in order to spend half an hour or so out side my house they were not inspecting someone that was actually waiting on finalized permits. i am not blaming 'the evil county' at all! i am squarely blaming the sick twisted individual that is attempting to ruin peoples lives.

shockwave - i do not have a gate to lock. i was caught between allowing them to walk through so that they would leave, or refusing and escalating it. that is intimidation in itself. i did not trust that they would not come back when i was gone.
kalekoa - if it is not just the center that is targeted (and it is) but also our own homes, how as a board do we fight that?

Subdivision CC&Rs are "in addition to", not "instead of".

firstly what are the rules?

County Code is pretty clear on all the relevant issues: when you need a permit, where you're allowed to build, how large the building can be, which work requires licensed contractors, etc. There are even experts available for hire if an owner-builder needs help navigating the process.

how long is a building permit valid?

5-1.0.11(d). Must start work within 120 days, must not stop work for more than 120 days, extensions may be granted by the building official, new permit required if previous permit expires.

the inspectors did not come to inspect my home. they came as a result of a malicious complaint.

This is purely speculation unless/until the original "reason" is put into writing.

why do you think the board should fight for your personal situation? and why do you think Hawaiian acres is exempt from any laws? are you suggesting that the acres is an entity on its own, not part of Hawaii county ?
