A solution for those in subdivisions that are poorly served in Puna is to have a friend somewhere that is well served by the USPS and couriers and have things delivered to them. Not the best, but it can work.

It would much wiser for the manufacturer to sell the batteries uncharged, with a label on the packaging stating that for the batteries to work, they must be fully charged by the consumer before use. It would eliminate the restriction as no fire danger would be present, and boosting sales of such product as an end result.
