No it wouldn't because the tourists want to see all they can of the beauty of Hawaii, not just a quick flight up in the air and back down.

I know that tourists (locals included) have been impressed with the views going from sea level to the lava and how close all the houses are. Maybe not so much the individual houses, but the perspective leaves a definite impression.

Thought exercise; apologies in advance for the potential thread hijack:
Suppose I paint something on my roof, maybe some swear words, or a swastika, or genitalia, maybe a combination of these.
If a tourist (or tour operator) is offended enough to complain, what is the basis of their complaint? It's only "in the public view" for people who paid $250 to fly over my house; neighbors or random passers-by cannot see it. Am I not entitled to my privacy?
Perhaps the tour operators merely fly elsewhere to avoid offending their customers. What happens if enough people paint offensive murals on their rooftops?
Related: what if my mural cites the chapter and verse of CFR and/or any other applicable regulations about flight altitude? It's no longer "offensive", merely raising "inconvenient questions" from the tourists... especially if I work out the exact size necessary to be illegible at 1500' AGL while being clearly readable at lower altitudes.

But the broad sentiment here and also many places nationwide is 1) that there are far too many helicopters flights 2) that they fly in too many places (not enough restrictions pertaining to natural areas like National Parks) and 3) that they are too loud. Again, in New York the industry was forced cut half its flights.

I hear helicopters and aircraft every day - sometimes directly overhead. I hear coquis every night and they are louder than the aircraft - I've learned to live with both. My life would be (every so slightly) better if I didn't have to live with either intrusive noise.
But I have lots more irritating issues (not the least of which is the impacts of persistent whiners on our society's ability to function productively) and productive tasks to deal with in my life, and so choose to focus on those instead.
If the complainers expended as much effort investigating/developing strategies to deal with the noise as they currently do complaining about it, they might find that there are effective methods of minimizing the impact of that noise on their collective psyches.
TomK - I'm not unsympathetic to your special case - noise cancelling ear buds are pretty effective... I use them pretty much every night...

Don't complain the streets are filling up with horses--t, invent a better mode of transportation, the car. Don't complain the air is filled with smog from auto exhaust, invent the electric car.
In either case, there was a better solution than banning or restricting transportation.
I'm sure quiet helicopters are possible.

Hello geochem, I am pretty much a newcomer to this issue in Hawaii. Went to the HICOP meeting about a week ago, 40-50 people there. I am just now assessing this issue, and am not one to offer a such a report.
My interest in this stems partly from my views on off-road vehicles in natural areas of California, where I visit frequently. See a fairly close parallel between helicopter flights and ORVs in that they impact the ambiance of natural areas.
I guess the concept of peace and tranquility in nature is increasing seen as an anachronism. Our modern world is all about machinery. Everywhere.

Might become a tourist attraction like the phallic rock on Molokai. Might even invite more helicopters. Some of those are good luck symbols in other cultures.
