Private manufacturers make a variety of GPS trackers and receivers. The GPS service which provides the signal for GPS receivers to function is owned by the federal government, and is free for unrestricted service - - no monthly service bills or taxes. Thus, Apple and Google can monetize the collected data; it's "free" because you're not the customer, you're the product.

I agree, some of the more vocal supporters for net neutrality don't seem to have a great degree of background on the issue. However, when the head of the FCC is a former Verizon executive, and Comcast for one is already scrubbing their website of promises made to customers should net neutrality be voted down, that concerns me more. I find the corporate wheels behind rescinding net neutrality, people with a great deal of knowledge on the issue and who know EXACTLY what they're doing ($,$,$) to be the ones I'm really worried about.
