If one is a responsible dog owner, they would have plastic trash bag with them to "pick up" after their animal if out in public. Also, if responsible would "water"their dog before entering a business establishment.
I personally don't like to interact with an animal in a store, but that is their right if allowed, as long as the animal is controlled and behaves in a non aggressive manner.
As far as grocery stores or restaurants, I see a severe health problem just waiting to happen if dogs, other than certified (papers, vest, etc.) are allowed.

There should be fewer fake service dogs, horses, etc in stores since a new law already went into effect this year:

Starting Jan. 1, anyone who misrepresents their pets can be fined between $100 and $250 for their first violation. People can be fined $500 or more for a second violation and each thereafter.

Pity the fool who walks into Walmart with a fake service dog AND the critter drops a tootsie roll. $250 for impersonating a service dog + $500 for littering. That could be one expensive shopping trip.

Stepping in it is the only way i can see an officer whipping out the book.

Require a true license for Service Dog and change that exploitable two question rule.

Fake service dogs give the real ones a bad name.

Not to mention if someone were to slip and fall because of that "tootsie roll" that might mean a lawsuit.

I solved this issue with a couple of rude neighbors b buying a large container of cayenne pepper from Cost-U-Less. Every day for a couple weeks I sprinkled some around the trees and bushes along the roadway easement. Dogs began pulling the owner away from my yard...It became a habit for the dogs to not go near my yard anymore.

Surprised they're not going all the way.

Dog owners should be required to register their animals (and pay a fee) by submitting samples so that the poops can be identified by DNA profile. This would allow 100% enforcement because witnesses are no longer required.

The trick of using cayenne pepper that Leilanidude suggested works. My Grandmother used to rub it on the couch ends, tatami rugs, etc. to keep the kitty from scratching inside.

Ever wonder what dogs say (in dog language) when they bark at each other?

I imagine it goes something like this:

Dog passing by in a car barking out the window at dogs in the yard: "Yo dude, next time I come by your place I'm going to show you how much I respect you by squatting and dropping a turd right in your front yard!"

Dogs in yard: "Oh yeah? Just come and try, I'm going to come to your place and piss on your mailbox like I own it!"
