Unless I missed a recent change, land added to HVNP must be contiguous to the current park boundaries (although they can administer unconnected parcels such as Ola'a). Not sure how Kapoho could be added to HVNP without some very creative and extensive land acquisitions through state and private land, or a change to Federal law.

Glinda, I never said everything will be great.Some people may take it on their own to provide access to their properties. That's it. How many years should they wait ? Rep. Lowen doesn't have a clue about that area or what people want or expect. Sue Lee Loy is even worse,she stated " “They live in Puna because that’s where they can afford it. So where do we put this migratory housing where they’re closer to jobs?” Migratory Housing ???? Most of the homes in Kapoho were valued from $500,000 to $1,000,000 or more.A majority of the homes in Vacationland were owned by mainland owners who were using them as vacation rentals until they retired. A friend who replied to Rep. Lowen says it best : "We bought in Vacationland (Kapoho) after many years of spending 1 or 2 month a year there. Before buying we talked with USGS about lava risk. We were told that South Kona (your district?) was their greatest concern. The area we bought in - had considerable risk (as does much of Hawaii’s coastal areas) from ocean borne waves. As a result of the flow, it is now 60’ higher and 1/3 mile from the ocean. The primary risk is gone. Vacationland is in Lava Zone 2. We understood that lava was a risk - as it is for probably 1/4 of the County of Hawaii with Lava Zone 3 (another ¼) not being much safer. Vacationland is applying for FEMA funding and SBA loans to re-establish roads and infrastructure. Private roads that were maintained for public use qualify for FEMA funding. 132 to the lighthouse is under Federal Highways funding. 137 comes under FEMA funding. We are fighting for our right to return. The only other alternative is for the county to buy us out, that is highly unlikely.

Appropriates $60 million for disaster relief, recovery, mitigation and remediation activities for the County of Hawai‘i. The K#299;lauea eruption covered nearly 14 square miles in Puna; it destroyed 716 homes and made over 3,000 parcels inaccessible, and destroyed a school, farms, cultural sites, roadways, water systems, recreational destinations, and a large portion of the electrical grid. The state has already allocated $22 million for recovery efforts bringing the total funding to $82 million. The governor, the legislature, and the Hawai‘i County Council all support this bill. The bill requires reporting of monthly expenditures to the Department of Budget and Finance.

Unfortunately, County is not alllowed to create "substandard" roads. Unless they're for emergency access to a beach park.
