Glad to see that some people are running for board positions. My hope is that they do not go to the dark side like a few other did so quickly last time. The comment about the mailboxes got my attention so I went to the HPPOA website and looked at the committee drop down and went to Membership Mailbox committee. There are no new notes. Last ones were from November 2018. They were very consistent and informative until then. What happened? The coconut vine tells me that there is once again a board mail box committee with Leilani Crelly on it. Can anyone clarify? Where are these minutes? The last board mailbox committee never had anything after 2 years. It was clear from the minutes that USPS said that this was our last chance and they are not messing around with multiple contacts and conflicting information again. That there are lots of other subdivisions in need for boxes. Seems to show, that some try hard for the benefit of HPP and others will continually destroy any betterment, I guess just because they can.

There is a newer mailbox committee. I saw the ladies measuring the rite of way a few months ago. Join the committee and see. They werre ablto get the 1,0 mil d worth of boxes from our nice keaau postmaster.

They just need to prep the areas with the new boxes before installing. That will take some time.

Please join the comitte if u feel like it. Tha committee chair said all are welcome.

Aloha Katarina. Dist 8 rep made a motion at a board mtg a few months ago to reinstate the board mailbox committee. They didn't choose the members for the committee so I don't know who's on the committee. D8 rep said the purpose of forming the board mailbox committee was to collaborate with the membership mailbox committee on a plan A and B.

The initial plan that former Membership Mailbox Committee chair Mike Smith had, has changed dramatically to resembling the plan that the board mailbox committee had been working on for several years using the 20 acre lots in 4 locations. Some are still concerned over the use of the 20 acre lots which are restricted for the use of schools and parks only, while some maintain that it can be used for the mailboxes. There will be impact in the surrounding neighborhoods, potential increased traffic on the main drags and some are concerned with potential growth of crime in the 4 locations.

Mike Smith's plan was to install new mailboxes to the existing cluster box areas and set them back off the road a bit further. A couple more cluster box areas would've been added off the main drags. Having several smaller locations spread out throughout the park, pull in and pull out, would reduce neighborhood impact, traffic on the main drag and reduce potential crime since the sites would be visible from the main road.

Therefore, there is a divide between Plan A and Plan B at the moment among lot owners and board members. The bottom line is if a plan isn't agreed upon soon, the USPS may walk away after several years of negotiating with HPP. The USPS was in agreement with the cluster boxes spread throughout HPP plan, the Mike Smith plan, and maybe with plan B as well, using the 20 acre parcels. I believe there will be some kind of report at the June membership meeting to give members an update.

What happened to the dead end road on 4th off of Macuu? Looks like an attempt at oil and chip with lots of oil and very little (if any) chip? Does this mean they're doing all the cinder roads like that?

Aloha macuu222...was 4th DE Makuu a red cinder road prior to the installation of Aggrebind? Aggrebind is another type of sealant, like chip seal is a sealant. The GM brought this to the former board who voted to purchase 2 miles of it. The board hasn't voted on whether to use this product on additional roads. The Aggrebind came from the mainland and I've heard there is no distributor in the islands. 1 1/2 miles have been installed so far on Makuu DE roads.

Aggrebind's selling point was that it was easier to install than chip seal, and asphalt supposedly can be laid on top of Aggrebind. Whereas the chip seal would have to be ripped out, and the road foundation rebuilt before laying asphalt.

Road experts told me the chip seal would be considered toxic waste after it's ripped out and would have to be deposited in a site specific for toxic waste. One board member disagrees and says the chip seal can be recycled like asphalt (aka AC Reject). AC reject has been installed on some of our dirt roads since Jul/Aug 2017.

Some lot owners are very unhappy with the Aggrebind product. You can see some areas are laid thin and some say a lot of it washed away with the first big rain. Others say you can't judge it entirely by the product itself, as the foundation is a big determining factor in the end result. It is thought that this was a factor in the failing of the chip seal. If the foundation isn't up to par, then anything you put on top may not perform as expected. This is what professional road people have said and it makes perfect sense to me. The other matter pointed out by a road expert ref the chip seal was that the center seam between the two lanes should've had proper overlapping (which takes skill) to seal the entire road. That this is why most of the first potholes started forming down the center.

I've observed over the years that every road in HPP has different topography so what works on one road may not do as well on another. Asphalt IMO, works for all roads and seems to be the most cost effective way to go for road improvement.

Some of you may recall a debate on the HPP Mailbox thread a couple years ago.... the same debate is going on regarding where the $$$ would come from. Some say road fee money can't be used for mailboxes...see Article XI Sec 3 Compensation for use of Non-Road Maintenance Assets. "A portion of road maintenance funds shall be exclusively used to compensate the Association General Fund for the use of the Association's non-road maintenance assets for road maintenance purposes."

HPP's annual financial auditor said it can be used for mailboxes but 3 board members disagreed adamantly that mailboxes isn't considered "road maintenance purposes." Here we are again w/the same debate. Some say non road maintenance assets for road maintenance purposes mean maintenance of the Activity Ctr and library where meetings are held by board members and lot owners to discuss road business, and the office and warehouse where employees carry out road maintenance biz, road maintenance work and where road equipment is stored. A forensic analysis could fall under this category as it would be an assessment of our road fee money.

When the membership mailbox committee was formed, they knew that monies might have to be raised by grants, fund raisers etc and couldn't come from road fee monies. So a thought during the Mike Smith plan was if members voted for it, there could be another assessment for mailboxes...i.e. an extra $25/yr designated for mailbox purposes only. So again there is a divide on where the mailbox money would come from.

Parts of the 20 acre sites would have to be cleared before an asphalt pad is laid and installation of mailboxes and perhaps solar lighting, which could be expensive VS adding asphalt to existing cluster box sites and creating a few more sites may not be as costly.

I still feel like until other HPP members don't have a mail box, nothing will be done. There's just enough old timers who don't care because they have a mailbox to keep the status quo with the HPP board and a select few people.

The mailbox committee needs to make an agreement for an end date of mail service until the issue is corrected. Because as I understand it, the USPS doesn't like the current state of things due to safety so they have some motivation to encourage HPP to change.

I think it is a legal matter, Eric, and needs to be kept in that perspective for it to be solved.
Mermaid has done an excellent job of explaining the 2 different committee point of views.
I fall into the camp of the current Association not being legally allowed to develop property designated for a specific & completely different purpose than their proposed mailbox project.
The way the Board chose to obtain the funds thru their mailing to us a few years ago was unprofessional & I believe illegal. There was no estimated budget given, just a dollar amount asked....I've seen this movie before.
Let's add into the mix that we are struggling to understand just where our current money goes as demonstrated by accusations of late accounting & demands for a forensic audit.

The board, I believe is doing a better job at managing our roads (their mandate). Not perfect, but so much better than previous years in my opinion.
What we don't need is for them to step outside their mandate and subject us to more lawsuits or to collect additional money PRIOR to the By Law oversite required of them regarding the road maintenance funds that they currently collect from us.
I would hope that all of you who most likely own property, pay bills , comprehend your own abilities and responsibilities in life will view this situation in this light instead of emotional programming of one 1 class of people against the other.
