So does the notion of being stuck on a Board with the likes of stillwater.

Another reason for professional property management.
Maybe then we could attract, intelligent problem solvers with Corp. experience.

How about a completely different system. One that can exclude any impropiety. Gives jail time to those that steal from us. One that require 1 road a year to be paved.

One that has 100 per cent, transparency, force it.

Dump the old system that seems to have so many loopholes in it.

Which one road per year? Who decides and how? And what if the residents (like most people in our neighborhood) don't want the road to be paved?

Kalianna, paving, when it does happen has never been done in any systematic way. There is no rhyme or reason to the process.

The BOD and GM decide where to pave.
The Membership voted (for/against paving/ borrowing 12 million $) in writing (through the mail, back in the days when HPP could afford a stamp) before the Bond was taken out. Everyone I knew said they did not want to borrow the $ to pave. Our deeds said we had to pay to Maintain our roads, nothing about paving.
I’m guessing those votes made it into the circular file because 12 million WAS borrowed with the promise that all roads would be paved. Now the roads are neither paved or maintained and we are still paying for broken promises by an old “Majority Board”. This IMHO, is why there is general distrust towards BOD Members who disrespect and blatantly ignore the votes of the Membership.

I still have the paperwork mailed out to us about that paving all streets fiasco
... here are some excerpts from an HPPOA Board letter......

"Our goal is to pave every road and street in Paradise Park. The HPPOA Board estimates that there will be enough money for the entire project. Road paving will begin in 2007 and is expected to take less than 36 months. The Road improvements will cost approximately $12 million."
" The HPPOA Board will choose the most overall effective method of financing that will meet our timetable"

We voted no. How could these people possibly say that the project would cost approx. $12 million borrowed dollars without knowing the exact cost of the financing?
They hung us with a Bond , if memory serves at over 7% and allowing no prepayment without penalty. To my knowledge, agree w/ Kinney, we are still paying on it.

But, the owners read "something for nothing", not grasping that this borrowed money would have to be paid back from our limited road maintenance fees and voted yes.

The BOD is supposed to decide where to pave but we now have another layer of authority on us due to Fugitive Dust, which is a violation of the Clean Air Act.
If owners start the complaint procedure, the Assoc. is bound by law to rectify the situation or face daily fines. Violations also subject our Road Association to lawsuits (have already had in the past). As you can imagine, It's hard to win the lawsuit when you are the one in violation of the law.

There you have it is right. So it seems the mass exodus is a strategy to get HPP into receivership? Looks like the plan was hatched in advance. You screwed the people you represent. A coup de grace to end your disastrous term? Since Larry Kawauhu and Craig Creely were part of this plot, they can't be trusted. During this chaos the president went MIA. There's no question they should be removed. Being on the board is a privilege, not an entitlement. The same goes for the General Manager who should be fired immediately. He didn't post meeting announcements on the website. He didn't provide agendas at the General Membership Meeting. Good thing I got to the meeting early enough to get my voting paddles. Others weren't so lucky. The employee left early and members current with their road fees didn't get voting paddles. WTF? He's created a chaotic situation in HPP. The only semblance of normalcy and calm was due to the chair and two directors who ran the meeting. Other than that, complete chaos. Good riddance to the rats who jumped ship. It's the only bright spot in the chaos.
