Neil has an "understanding", which is far better than mere "arrangements".
In fact, the only reason I'm running for Mayor is that it's the fastest way to get permits issued.

The good news is:
Despite numerous plan changes and permit issues, it appears the Hilo Farmers Market will start construction of a permanent canopy over the produce market Sept. 1.
And now.... the rest of the story. What about those fines?
1) The fines reached $212,000 by Oct. 5. Those fines haven’t been paid, but they were halted
2) if you meet certain benchmarks, the fines would be (cut) in half. He met those benchmarks, so the total came out to $106,000,
3) “Then, for him to get a small business loan, he couldn’t do that with a lien on the property. So we had to suspend $81,000 of that $106,000.
4) So $25,000 is what he would have to pay, no matter what, at the end of the project.”

Dan, for 100% Hawaiian produced, visit the other Sat. Hilo market, the Kinoole St. Market.
For certification, well Hawaii Sate does OFFER that certification, but there is a cost for the certification, that should be passed to the consumer, so if that is what you need, you also should be willing to pay extra for it.

Tourists can buy the imported crap from the downtown market. That's why it's there.

The Hilo Farmer's Market has encountered another delay. After operating for decades across their entire lot, the county has required they include either a 10 foot setback between vendors and the building next door (losing space) or build a concrete block firewall next to the existing concrete block wall. The wall would cost 1/3 of the project's total budget. The county reviewed their requirements which "has changed over the years" and decided that maybe a fire hydrant could be installed instead.
With the removal of the firewall from the plans, a fire hydrant has to be installed on the produce side, according to Otani. He said there had been a hydrant there at one point, but it had been removed by the county.

Construction at the Hilo Farmers Market is proceeding. The concrete has been poured, and support poles should be installed next week. The expected completion date is early January. The original total of $212,000 in fines was whittled down to $25,000. The check's been written, but not cashed because it's being held as a de facto bond. I'm not sure what that means here on Animal Farm Island - - but I'm guessing in the end the owner won't even have to pay that? Anyone know?
Otani told the Tribune-Herald in August 2019 the fines, which had reached $212,000, were halted when an updated set of plans were submitted. The county then halved the fines to $106,000, and suspended $81,000 of that total, leaving De La Cruz with $25,000 in fines still on the books. De La Cruz said he paid the $25,000, which Otani confirmed. Otani said, however, the county didn’t cash the payment and is holding the $25,000 as a de facto performance bond to ensure satisfactory completion of the project.
