I’d be surprised if we have quarantined cities in Hawaii. We might see some type of restrictions, but with so many people of Japanese ancestry in government, both politicians and workers, the sensitivity to anything that looks like or sounds like an internment camp would be a last resort.

And then we have those above and beyond the law. They may not want colonizers telling them what to do when they have perfectly good 17th century healing practices that can deal with COVID-19.

While not mass quarantine, many conferences and events are being cancelled or delayed to prevent community transfer, including the Pacific Arts Festival planned for Honolulu in June.

SXSW in Austin, TX is under pressure to cancel after many of their corporate participants like Facebook have withdrawn.

Also, many major companies have restricted their employees from any discretionary travel within Europe and the U.S. I don't have time to post the full list and links to them all (google it) but companies responsible for thousands of workers and millions of dollars are taking some unprecedented steps to preserve the continuity of their operations.

At least there will be less of those "culturally insensitive" tourists around upsetting the locals (especially if they are part of the millions projected to die)

Here in Hawaii, we have some of the largest assemblies of people at military bases, in close quarters with one another on a regular almost 24/7 basis.

Crewmen serve on ships docked at Pearl Harbor, while the Army, Air Force & Marine have servicemen living in barracks and eating at large cafeterias as well.

Service members regularly come and go from Hawaii to all points around the world. So it would seem we would want them to have the best possible healthcare, using the latest protocols, based on information and rapid treatment measures provided directly from their doctor:

Something to consider:

What might be the costs, from a personal healthcare perspective, of the coronavirus if it makes landfall and spreads around the island before there's a vaccine? Who picks up the tab if there are tests? Who pays for mandatory quarantine? I believe the CDC is picking up the cost of the tests themselves, but what of all the other costs? Does our for-profit healthcare system present a challenge that is untenable in a situation like this?

I know we have talked at some length about flight restrictions. It seems we have come full circle back to Seattle as ground zero and the Many, many flights from There to Hawaii. IMHO its negligent homicide to not be testing people at this stage of the game.

Well, Hawaii did just test 3 more people bringing to total to 6 negative results so far (one was in isolation at Hilo Medical Center)

Also, Pence has said that the CDC will expand its testing guidelines to include testing for anyone that a doctor recommends, which is good news. (There is also discussion on helping to cover testing costs, but it's stuck in congress currently. Nothing like medical bankruptcy to motivate someone to not get tested.)

ETA: As a reminder, the mortality rate for people infected with "regular" influenza is about 0.1%.
