Well not quite:

The White House has issued guidelines for Americans during the coronavirus pandemic.

Titled “The President’s Coronavirus Guidelines for America: 15 days to slow the spread," many of the guidelines are broad and have been what the administration and health officials have been saying from the start of the outbreak.

Included in the guidelines:

People should avoid gathering in groups of more than 10
People should stay away from bars restaurants and food courts, and to not travel if possible.
The guidelines also say states that have seen community spread should close bars, restaurants and other public places, though again, that is not a mandate. Several cities including Philadelphia and San Francisco, and entire states including Maryland have already issued the order for bars and restaurants to close as soon as this evening

Yep, no groups of more than 10. Ain't that a shut down?

How do you do restaurants with a 10 person limit?

How do buses run with a 10 person limit?

Planes?

A ten person limit is shutting it down.

Bruce Anderson stood in front of the cameras yesterday and said Hawaii is open for business. Come on in and enjoy our hotels.

How do you do that with a ten person limit?

Hey look I just got an email (spam) from an airlines offering cheap tickets to Hawaii... cash in on our spring sales... no need worry.. right?

Hard to enact martial law in the US all at once.. have to gradually ramp it up to get people used to it.

I'm not going to take the time to look it up, but our biggest problem is being a democracy with it's limitations on government controls.
Don't read into that, that I'm advocating a reduction in our democratic protections.
I'm still very unhappy with the loss of freedoms since 9-11 due to people's fears.
It could happen again with increases in losses due to the fears of the epidemic.

Anyway, I believe there would have to be martial law or some other gross loss of freedoms for the entire country for the U.S. or even the states to limit travel between the states.

New Zealand can close their borders, but Hawaii cannot.

This time, I can no longer participate in the primary.

I think they would just do it in severe outbreak areas such as big cities. NYC maybe?
OTOH, more and more cities could gain that status if virus continues to spread.

A lesson from history is that Panic causes more death than any real threat. You can already see that panic manifest itself in fools who are actually stealing toilet paper. Even in rural areas the pressure of the situation is starting to become great and people are getting stupid.

Its not the end of the world. Generations before were called on to fight in world wars. were being asked to sit on the couch for a couple weeks. Such a great sacrifice we will be asked to do.

A general order to stay home is likely to come at some point for areas or everywhere. Martial law is what it is and can be local or regional. It may be in big cities first or those places where the infection rates are high but the disease is becoming ubiquitous and that means that severe restrictions could be put into place.

People need to stay informed. Inform your neighbors that this is not the end of the world and things are being done for reasons. Use common sense (if that exists anymore). Dont panic. there is plenty of food and toilet paper to go around.

A short way down this post is the 2nd graph, an active graph showing the growth of COVID-19 cases outside of China.
It covers dates from 17 Feb thru 15 Mar.
It's very interesting how the number of cases have grown and positions have changed.

Hopefully, it will be updated as days pass.

It has been almost over 3 months since this epidemic began in China.
The epidemic looks to have begun to slow down somewhat there, although it is still active.
That should begin to give one a time frame Hawaii and the rest of the world might have to deal with for this disease, in a best case.
