It really dosen't matter what constitutes a few. She communicated with some constituents and took action. Now, what constitutes a majority. Is it the majority of all constituents? Have we ever elected a President with a majority of the populous? NO, it is a majority of the voters, or those that speak up. Nothing would ever get done if we always had to make sure that we were speaking for the majority of the population.
