It is important that citizens alert the County of the design defect that creates a dangerous condition of property, if they haven't already. Once they are on notice and the crashes start coming, eventually along will come a case where someone is seriously injured. That person --or that person's heirs or guardian-- will be able to prove that the county was on notice of a gross design defect, and that it did nothing about that defect despite that awareness. Immunity yields in an appropriate case.
