While I am glad that there is at least something in the way of retail in HPP, this begs the question of why at least one of the 20-acre parcels designated as commercial in the HPP Master Plan and the Puna CDP is not zoned as such. The Special Use Permit process has its uses, but it can thwart sensible development by taking pressure off the bigger picture. And, as noted above, it usually comes with conditions that make doing business less than optimum.
