Seems like you have done lots of work to find out the answer.
the quotes from your post sure do lead to confusion. (meaning the sources don't agree, not you) Seems like you have really tried to make sense of this.
seems like there is a 6 ft. and 8 ft. and 20 ft. leash length.
Hard to determine for the average person if a dog needs to be on a leash on a road in HPP.
(This is reminding me of the discussion and confusion about access to the cliff/shoreline in front of the homes in HPP. I never did get clear on that one and have re-read the thread several times...)
seems like there is no clear agreement on leash requirements.
Just wanted to know if I had any leg to stand on with the folks who have their dogs out walking in HPP without leashes on. Seems like I really don't. so I will continue to not say anything.
The last quote from Humane Society sites off-leash areas. Are there any off-leash parks in Puna?
