HPP leash law ?

Shipman land, including but not exclusively, the beach area is clearly posted requiring all dogs be leashed at all times. There are nenes throughout the area and they have reported nenes killed by dogs. Unleashed dogs found are requested to be lessened by their security and have been taken to the pound if not.

My understanding is that onl the public path is open to the public.
