Any idea why HPP doesn't have ccr's?

Are they talking about the possibility of them in the future? We will most likely be there in less than a year, and like the location and climate as well as the lava zone in HPP(esp. below 16th or so. drier), but with all the talk of rooster "farmers" and mad dogs roaming the roads there, I worry about buying there. (ccr's won't help with the termites)
