The Feds have threatened local government officials(State,County, City, etc), personally, with prosecution if they facilitate in any way with the distribution of MMJ.
The only way that these entities can pass laws on this issue is in the negative, i.e. No Dispencery within 1000 ft. of a school, etc.
This will be in limbo until the Federal laws are changed.
