I think the issue is that the laws approved by voters in the municipalities that have approved MMJ laws were predicated on a non profit model, dispensaries as we know them are a for profit model.

Currently the politicians need to appeal to the "law and order" right wingers for their swing votes - no better target than for profit dispensaries to elevate law and order credentials.

no profit or no election year drama - no issues from the feds imho
