I'm curious, what exactly is scoping? Is it absolutely necessary for it to be done prior to an EIS? Or can it be contained within the EIS?
I'm also curious how it was determined that the County was not being forthcoming? What exactly did the County do - or didn't do? What caused the committee to have a suspicion that the County was not going to communicate with the community until the project was underway?
Not taking sides here - I'm really, really curious.
