Septic and cesspool engineering

I was actually wondering about this issue. I have a lot in Orchidland that I am finally getting ready to build on. Years ago, there was talk about passing a law making it so all new houses have to have a septic tank instead of a cesspool. Houses that were already built with cesspools wouldn't be required to change, but new houses would have to have septic tanks. Did this law ever pass? If I start building my house, will I need a septic tank? I want to have everything all legal and permitted so I can get electric service to my place.
