Re the cluster boxes...If they could just turn them around so the backs face the road and then put concrete Jersey barriers between them and the road, that should protect them from all but the most determined drunk driver. You'd have to get out of your vehicle and walk to the front of the box to pick up your mail, but most people get out now. The new boxes are loaded from the front so it wouldn't change much for the carrier.

Re buying/installing cluster boxes...back in California I got sick of my rural mailbox being trashed and mail stolen so I started leaving flyers in the other rural boxes, and when we had 16 people, it cost us $89 each (one-time charge) to buy and install a USPS-approved cluster box with 16 boxes, an outgoing mail slot, and two parcel lockers. I imagine the price has increased some since then (about 10 years ago) but still certainly seems doable if the post office here would agree.

Re home delivery...I see absolutely no reason why it isn't done here in HPP, we qualify. People could put up whatever kind of box they'd like and put their house number on it, probably be a good thing for police, fire, ambulance as well. I'd install an Armadillo box tomorrow if we could get home delivery.
