Any idea why HPP doesn't have ccr's?

HPP currently has the population of the rural "small town" I grew up in, 10,000 +/- but without any of the public institutions such as city government, public library, locally controlled school district, fire and police departments and so on. Instead we have an elected board whose legal mandate to act is pretty much limited to roads and road maintenance. You are the only person I have ever heard talk about HPP adding CC&Rs, I have never heard anyone who lives here, or is on the board, bring it up, so no we are not talking about adding CC&Rs.

The issues about roosters and loose dogs are found all over the Hawaiian Islands, not just the Big Island, Puna, or HPP. Honolulu just decided to quit spending $80,000 a year on rooster removal. If you want to live in Puna and don't want to have loose dogs or roosters your choices are limited. The only place I can think of where you won't have either of these is the gated community in Kapoho. If you want to live somewhere on the Big Island without risking loose dogs or roosters your choices expand to a few parts of Hilo, gated subdivisions in Kona or Kohala, or maybe Volcano Village, but anywhere else you could end up with one or both of those problems. We lived all over Puna and in Hilo before we bought our house and virtually everywhere there were either roosters, bad dog owners, or both to some degree, this is not something I see changing any time soon.
