Any idea why HPP doesn't have ccr's?

I normally DON'T want ccr's. I don't want someone else telling me my business like what color my house has to be n how to trim my bushes, but for common sense rules like " Don't raise dozens of exceedingly noisy and stinky yet helpless animals so you can torture them for your sick enjoyment and profit" or "Don't allow your vicious dog to roam free to kill other people's pets and children or bark incessantly" I have no problem and back them fully.
