The problem is that the police and courts do not put their full weight behind the enforcement of these laws. Enforcement is sporadic at best, and selective when practiced. Ask anyone who has tried to deal with these or similar issues what the police response has been, and they will tell you that they get told "too busy" or simply ignored most of the time.
