The only thing added is Chlorine to bring it up to around 6-9 parts per million to kill bacteria, as is required nation wide. If it tastes or smells too chlorinated, report it and get a filter. It its discolored, the water supply is required by law to come check at your tap if asked, which is why they asked you. More than likely its from runoff especially since its cleared up for you. Me, I prefer catchment, and anyone who does not chlorinate their catchment is just a fool.
