Projects that are shovel ready shouldn't be affected by this highway trust fund shortfall. Its the projects that are not shovel ready that will be facing possible delays and increased local matching share. The Federal government traditionally covered 80% of the cost of various projects, but there is chance it may drop to 50%.

The State Highway Trust Fund receives funding from other sources than car registration, such as fuel taxes and car rental surcharge.
