First of all, the standards being referred to are for H2S and not SO2.
Second, OSHA standards are based on a 40 hour work week exposure for a healthy adult. The resident population may, on occasion, be exposed to considerably more than 40 hours - especially if they spend most of their time at home, like seniors, the disabled, etc.
Third, the resident population also includes pregnant women, infants, children, people with pre-existing medical (including respiratory) problems and they have a lower tolerance for H2S exposure. That is why the OSHA standards lack relevance: they are for a totally different demographic. You are comparing apples and oranges.
