I stand corrected after a bit of research. The National average is 11 minute response time, while the NFPA (National Fire Protection Associations) standard response is 4 minutes. I guess that most fire companies are relying on fire sprinklers to do the initial suppression, and if medical emergency (heart attack, for example) is required the 4 minute response is the "rule".
I based my initial response from the 4 minute standard from the Code and that the last city I worked for had set up stations to respond in an average of a 5 minute response time.
