Maybe they need to learn from Cost Co. Pay people well with decent benefits and you retain more productive engaged loyal employees at a lower cost overall to employer. Recruitment and training of employees is a large cost of personnel.
But maybe they are stuck in 1990's mode - turn and burn 'em. One is as good as another.
