The article does not specify at which level the infractions are occurring, but a good guess would be across all levels. As staff, including union members, are the largest number of people, it is also a good guess that the greatest number of misuses of resources is occurring there.


The bulk of union government workers are not in offices private enough to allow for movie watching, but virtually all top and middle level management have private offices, so I would bet the majority of the abuse is not where the greatest number of workers is, but instead where the greatest number of workers have private computers and offices conducive to watching movies while at work. A field worker or someone working in a room of cubicles isn't going to get away with watching movies at work, but their supervisor sure could in their private office behind closed doors.

If someone checks computer usage for management during football season they would see an amazing amount of work time spent on fantasy football teams too. When I worked with government agencies several years ago, low level workers were being disciplined for shopping on amazon and checking their facebook pages during breaks and lunch, while the managers doing the disciplining were spending hours and hours grooming their fantasy football teams.
