Native Americans are convicted of felonies at a rate of almost double white Americans, but less than most ethnic minorities.

Conditions vary by tribe, but the major factors minimizing Native American employment in their own casinos are:

1) Most rez casinos are operated by major casino chains (Harrah's, etc.) who bring in their own experienced management and personnel. The tribes rarely push for any sort of hiring preference due to legal issues and a desire to minimize the cultural impact on their rez.

2) It's a bad fit. Most on the rez are farmers or ranchers, are a bit introverted, and are often baffled by outsider behavior. Catering to excitable angry/drunk white people isn't usually their preferred career path.

3) In the cases of the uber-lucrative eastern casinos, their monthly share-of-the-proceedings check exceeds any prospective paycheck.

4) Bad optics. If an Indian wins big, and gets paid by Indians, and everyone else is losing... it looks shady.
