Don't forget, quite of these really horrendous crimes are being conducted by mainlanders, usually "No known address" here in Hawaii, but having come from some mainland state. There have been some recent murders where the mainlander is sentenced for many years in a Hawaii prison system, paid for by tax paying kamaaina. The average cost to keep a prisoner with acceptable right to life is about $100K each per year.
The fact is long time career criminals are a good export for Hawaii. Start exporting felons to mainland prisons-for-profit. The state can't run prisons cost effectively due to bureaucracy. The per year fee for a prisoner to be kept in a mainland prison would less than keeping them locally. Exporting felons would be a big tax saver for kamaaina.
