As for tires, just that mentality alone, if they aren't gonna take the trash, then how are you expecting them to take the tires? But, now that they won't even take them any more sure isn't improving the situation any.

This is why I believe a small bounty of say, $2 per tire (maybe $1 for scooter/lawn tractor size) would get a lot of tires removed from the environment.
There are a lot of poor people that would happily gather 10 tires a day and take them in to a nearby transfer station. I bet you would even see some of the homeless rolling a tire down the street to get a couple bucks.
