When I see such a large spike in % like that the first thing I suspect is that we are dealing with very few deaths.
For instance:
So far this year, there have been 25 fatal crashes on Hawai#699;i Island (five of which had multiple deaths), resulting in 30 fatalities, compared with 14 fatal crashes (two of which had multiple deaths), resulting in 17 fatalities during the same period last year. This represents an increase of 78.6 percent for fatal crashes and 76.5 percent for fatalities.
For an excersize try this:
Count each collision resulting in a fatality or multiple fatalities as one and then compare years again.
