The current dump location already has the necessary infrastructure in place as well as an established transportation network to feed a compost facility from the transfer stations, but it probably won't happen because the neighbors don't want it. I have to wonder if that is because of any real new impacts on them or just because they want to feel empowered. Remember, these are DHHL communities. I will paraphrase George Orwell's "Animal Farm" again and say: "All communities are created equal, but some communities are more equal than others."
