It is true, many do not have flotation and would rather crash into your house, school, business than land in the water. A teenager died on Oahu recently because the helicopter did not have flotation and it landed in the water and the boy drowned. It just a matter of time until someone on the ground gets killed or hurt here. Someone wrote in they’re like flying missiles and when they fly low, they are not flying with enough glide ratio to land safely in an emergency and they know it.
The late Senator Patsy Mink said it best under oath after she tried to fix this 24 years ago with HR 1696;
“One of the things that came to light as a result of the accident a few days ago in Hawaii is that flotation devices are not required for these tour operators.
And it seems to me that the first requirement that we should make for the safety of the persons who are using this industry is that all helicopters used for passenger carrying should be required to have flotation devices.
That also has a parallel impact on the noise factor, because if flotation devices were required they could be required to fly along the seacoast in the ocean areas before entering into the zones leading up to the national parks, and that would, I think, alleviate a large part of the noise problem”
I wondered why there was such apathy when I got here and now I understand why Hawaii has the lowest voter turnout in the nation and most people have given up. This is not how democracy should work. Thousands complain for more than 40 years and nothing changes?
It does feel like we’re doing their job. The regulatory agencies have completely failed here. All claim no jurisdiction.

My ohana can hardly wait to escape this place!!!!!!! Many have already left.
