My understanding of the nudity law is that mere nudity isn't illegal, but nudity that is likely to cause affront or done specifically to cause affront is illegal. So nudity at Kehena Beach, where many are naked, would be less likely to cause affront than, say, nudity in the Target parking lot. Nudity on a remote path on private property would definitely be a gray area. Nudity in State parks is, however, expressly illegal under park regulations.
