Actually anytime you move over 100 cu yards of material, you need a grade & grub with a grading plan.... that said, Kelly at Eng has said that most people do not get one, (especially in HA) and unless a neighbor complains, no one gets excited. An example: next to the HACA on 8/C is a lot Jim the dump truck guy will be developing. A neighbor whined... many of $$$$'s (yes 4 $'s) he got his permit.
