Roxcie is right! Timing is everything.. First set up a series of meetings to choose a committee to determine how much of taxpayer's cash can be spent for a survey. Then appropriate $20 - 30,000 to pay for the survey. Then meetings to decide who gets to do the survey. Then survey decides the scope of the job. Next put the job out to tender, gather bids, eliminate low bids and award job to a 'friend' of the council. Job then gets done, and meetings/committee set up to review and dismiss complaints about the way the job was done. Two years is probably not enough time.
