is the Mauna Kea blockade ethical?

I don't understand why they give the protesters a week notice to remove everything from the road. Just go up there unannounced and move them or arrest them. In a weeks time right after Christmas with kids home from school and workers off for the holidays they can get thousands of people up there to help block the road. If they had done it today....they would have had about 75.
