Basically, what I'm trying to say here is that legally, your chances of getting anything done vis a vis fireworks during the holidays is practically zero. Don't waste your time.
Also, to be perfectly honest and down to earth, putting the law aside, you do realize that if your neighbors find out that you snitched on them over fireworks during the holidays, well, ****. I can't imagine that all of a sudden peace will prevail and there will be no consequences... To snitch on someone, over fireworks during the holidays???? I would not advise that! The level of unwanted social friction that will cause if discovered is SO high, that it defeats the purpose.

It just may be that those neighbors with the fireworks won't be too nice with you after they find out that you reported them and their cousin, the police officer...just might let them in on the secret...
