Never mind how they're going to pay for everything the constitution promises. They've had almost four years to raise the money for a ratification vote on that noble sounding document and still haven't been able to do it. I'm not sure they've even tried. Meanwhile the "protectors" are going all out to block a telescope while their nascent nation languishes.
