One of our clients just filed his plans for a house in Discovery Harbour. It was returned by the Public Works Department and he was told he had to have it approved by the DH BOD first. Interestingly, it's different for Leilani Estates. Leilani Estates requires the owner to submit the County-approved and stamped house plans before starting construction.

I beg to differ. I just submiited a set to Planning on 8/27/07 and Planning said they no longer enforce Leilani's CCR's. The specific item was Leilani's height restriction. Planning rep said "as long as it meets our requirements we no longer enforce Leilani's". I then asked if Discovery Harbor's were upheld and Planning said no.

This is not a friend of a friend's auntie's brother's sister in law's next door neighbor told me - I was sitting with a representative of the planning dept reviewing the requirements.
