Aahh, you read the opinion, didn't you?

I was disappointed with the legislature passing the law, not because of the HSF, but because it ruined my get rich quick scheme.
I had planned on monitoring every building permit and when one was pulled, I would notify the owner that I wanted an EIA to be completed before they do anything to their land. My basis was because they needed a waste system; I wanted to make sure it doesn’t have any impact on the ocean or shorelines. Of course, they could quietly agree to negotiate a cash settlement and I wouldn't file for them to conduct an EIA. I was well within my legal rights to demand one and nobody could stop me. No agency or department could intervene and prevent it. Imagine the cost to the landowner to complete a full EIA and the time it would take for them to do so. Add in all the legal and technical challenges to their report and I bet they would have regretted not forking over a few thousand dollars to me not to file. But alas, the legislature ruined my plans.[]
