It dries but remains kind of slick (but a dry slick) until it wears off. It does serve as a lubricant. It's a good rust inhibitor for guns and reels etc. or any metal surface prone to corrosion. It can make some materials, such as leather or canvas, water resistant. For rust prevention, it provides a barrier that doesn't feel oily when dry but will reduce friction, so you don't want it on a floor. I really mean that. You won't be able to see it but it will be slicker than owl sh*t. I don't usually spray directly on the metal but on a clean rag and then wipe it on. Different brands may use different carriers and that may be an issue on some finishes. Experiment when trying on a new surface.
