I'm sure you would not consider the frost they get in the San Joaquin Valley, "The Raisin Capital of the World!" as getting a "good frost", but I think grapes do need a certain amount of chill. I read that NELHA has found a way to fool grape vines into 2 or 3 crops a year by chilling the roots with seawater in a systematic way. They also water them the same way by condensation. Sounds ingenious, no?
Anyway, my most recent experience is near SF Bay, and grapes don't do real well, but it's mostly (I believe) because they need more sun and heat to ripen well.
