Laziness is generally the major factor. Having driven the section of Beach Road in question, I can tell you that it is a graveyard of old appliances, larger electronics, and bulky worn out furniture items. There are County-approved procedures in place for disposal of most such items, but they often require a bit of special effort. For example, large appliances are supposed to be taken to the Hilo landfill for special handling. A lot of people are too lazy to go to Hilo. Some items are only accepted at certain transfer stations on certain days of the week or when skip space is available. A lot of people can't be bothered to time their visits. It goes on and on. I grew up in a rural area where a lot of people were rather cavalier about disposing of junk, but I have never seen anything like what goes on around here.
